For full front or back designs, 10-11” wide is a good size to fit a wide range of shirt sizes. Note that for hoodies, full front design size is constrained by the hoodie pocket and for back imprint, the hood. On most brands, 9” high should fit on adult hoodies and approximately 6” high for youth hoodies.
Sleeve prints can be a max width of 3.5”.
